Maj. Gen. Andrew S. Low

Low, Andrew S. (Andrew Stevenson), 1917-

Major General Low was a former U.S. Airforce Director of Aerospace Programs and highly decorated World War II pilot.

General Low was born in Westerly, R.I., in 1917, and completed public school there. He attended Rhode Island College of Education for three years. He began his military career in June 1936 when he enlisted in Battery "E", 243rd Coast Artillery (HD), Rhode Island National Guard, and served in the National Guard until he entered the U.S. Military Academy.

Following his graduation from West Point, he completed pilot and combat crew training, and instructed briefly in four-engine bomber crew training units. In September 1943 he was was made assistant group operations officer to the 453rd Bombardment Group (B-24 Liberator) in England. He first became a squadron commander, then group operations officer. He flew sixteen major combat missions in Europe, was shot down over Germany in 1944, and became a prisoner of war until the liberation. 

Following liberation, he moved to Washington, D.C. where he was assigned to G-2, War Department General Staff. He remained there until 1950 as assistant executive officer to the newly constituted Office of the Secretary of the Air Force. He spent the 1950s and 1960s actively involved in the Air Force and military training. After retiring from the military in 1971, General Low continued his service to his country by teaching at military bases through America and Europe until he retired again in 1987.

He is considered one of the pioneer leaders in the formulation and planning of state-of-the-art Air Force Programs and policies.  He retired with a Distinguished Service Medal in 1971, and taught at University of Southern California as a Professor of Systems Management.
